Companies are confronted daily with delinquent debtors who not only fail to meet their obligations but sometimes attempt to evade them by fleeing – in some cases abroad. The same applies to individuals who have been defrauded of the purchase price in private sales or who have fallen victim to a tenant in arrears (rental nomads) when leasing property. However, no one disappears without a trace. In Germany, there is a legal registration requirement, and violations can be punished since November 1, 2015, with a fine of up to 1,000 euros if a person fails to register a new residence within Germany on time or does not deregister when moving abroad. Nevertheless, debtors often ignore this, as a) the likelihood of official prosecution is very low and b) authorities cannot easily determine where the individual has relocated.

However, perpetrators can still be located: the registration of new vehicles, changes of employment, the conclusion of contracts, the use of debit or credit cards, booking air travel, posting personal images on internet platforms, and much more can indicate their whereabouts.
